Damond shooting "unnecessary … Justine didn't have to die"

Justine Damond

"Robert Bennett, a lawyer representing Damond's family, told CBS News: "[Damond] obviously wasn't armed, was not a threat to anyone, and nor could she have reasonably perceived to be", notes The Guardian.

"We gather here to grieve together in solidarity with the families, the families of those killed by police", Ashley Harness, a pastor at Lyndale United Church of Christ and a resident of the neighborhood, said during the rally.

Harrity, who was driving the cruiser, was shaken by a noise when he arrived, the BCA said earlier this week.

Minnesota Bureau of Criminal Apprehension investigators say they're looking for the man who is white and 18 to 25 years old for help as a possible witness. The force started equipping officers with cameras a year ago.

Some protestors announced a set of demands including calls for Officer Noor to be fired if he refuses to speak to investigators, for him to be charged with Damond's death and for dash cam footage of the incident to be released. The police chief has asked that the review be expedited, but much of the information needed is in the hands of state investigators.

In a statement, Noor's attorney Tom Plunkett called the officer "a caring person", who "empathizes with the loss others are experiencing".

Meanwhile, details that have emerged raised new questions Wednesday about whether proper police procedures were followed. Noor had his gun on his lap. "That'll be part of the criminal investigation", she replied, referring to the independent probe by Minnesota's Bureau of Criminal Apprehension. Harrity's attorney, Fred Bruno, told the Star Tribune it was "certainly reasonable" for the officers to fear a possible ambush.

Harteau emphatically maintained that, based on what she knows, both officers' body cameras should have been running. But they said he might have already been in a heightened state of awareness in light of recent ambushes of police.

"We are still trying to come to terms with this tragedy and we are struggling to understand how and why this could happen", the family statement said, adding that they hoped the investigation would conclude "as soon as possible".

"I had to come out here and make sure you guys are okay", she said, joining the front of the march.

Minneapolis Police Department officers Matthew Harrity and Mohamed Noor responded.

MEDARIA ARRADONDO: While I cannot talk directly about the officer-involved shooting incident, I can tell you we began looking at areas to strengthen our policy several months ago.

He speculated that the investigation will probably conclude that inexperience played a role. We will have to wait until the police officers get their story straight. This officer completed that training very well, just like every officer. Friends of the officer spoke to DailyMail.com this week to say they had since learned that he was "startled" by the woman as she approached the patrol auto he was in and that was why he shot. Some didn't hear him, he said, and some didn't want to hear him.

Ms. Damond, whose legal name was Justine Ruszczyk, had called 911 twice to report an episode she said she feared was a sexual assault.

She called around 11:27 p.m.to report what she believed was a sexual assault occurring in the alley between Washburn and Xerxes avenues just south of 50th Street.
