Hammond sets out his approach to Brexit

Hours after arriving in Brussels to kick off the first day of the talks on Monday, UK Brexit Secretary David Davis agreed to settle the divorce terms before getting to the details about future relations with the EU.

The two chief negotiators, Michel Barnier of the European Union and David Davis from Britain, immediately set off to find common ground in their working relationship, an important touchstone to see how amicable the biggest political divorce in decades will become.

He said those were the rights of expatriate citizens and problems of a new EU-UK border, notably cutting across Ireland. Back in May - the month - before her disastrous general election result, May and her government were adamant that a trade deal would be discussed before a divorce settlement.

Anxious by immigration and loss of sovereignty, Britons voted past year to end their country's four-decade membership in the 28-country bloc - the first nation ever to do so.

On Sunday morning the Chancellor, Philip Hammond, told the BBC's Andrew Marr Show that "we'll be leaving the customs union", yet in his Mansion House speech on Tuesday morning he said that the United Kingdom would need to remain a part of the customs union after Brexit for an "implementation period", also known as a transitional phase.

Speaking yesterday to City leaders, he said: "We'll nearly certainly need an implementation period, outside the customs union itself, but with current customs border arrangements remaining in place, until new long-term arrangements are up and running".


Soros was also adamant that Prime Minister Theresa May should seek to keep Britain in the EU's single market. However, Hammond made a point of acknowledging the concerns of other European Union countries about their oversight of financial markets which are vital to their economies but will be outside the bloc.

"Let's be honest, we are already hearing protectionist agendas being advanced, disguised as arguments about regulatory competence, financial stability, and supervisory oversight", Hammond said.

Davis's agreement to Monday's agenda led some European Union officials to believe that May's government may at last coming around to Brussels' view of how negotiations should be run.

"First, we need to get Brexit right".

Merkel said she wanted the talks to be conducted "in a good spirit" and that Britain's position would become evident in the coming months.

"We must push for a new phase of globalisation to ensure that it delivers clear benefits for ordinary working people in developed economies".

Johnson urged Europeans to look at the more distant future.
