Poor and disabled big losers in Trump budget; military wins

"Drastic" and "devastating" are two of the words used by advocacy organizations representing seniors housing or care providers and those they serve to describe President Trump's proposed budget for fiscal year 2018, released Tuesday.

White House budget director Mick Mulvaney told a separate House panel that the reason for the new deadline is that "receipts now are coming a little bit slower than expected". Veronique de Rugy suspects that grandiose language is supposed to resonate with those voters who don't understand how the budget process actually works. The report says that is partly because insurance on average would cover less of people's health care costs.

It's not a little detail neither: according to former US Treasury secretary Larry Summers, it is the "most egregious accounting error in a Presidential budget in the almost 40 years I have been tracking them". That 3 percent growth rate is stimulated by the lower taxes proposed in the budget.

"The foundation for the plan is 3 percent growth". (Congress, after all, does the appropriating.) In this case, the political ideology is reflected in major cuts to anti-poverty programs and the social safety net, all in the name of not "discourag [ing] able-bodied adults from working".

Pramilla Jayapal of Washington told Mulvaney that cuts to food stamps, payments to the disabled, and other programs are "astonishing and frankly immoral".

But Mulvaney stood by the administration's position, and slammed the "certain narrative" that Republicans "don't care about poor people", standing by the confidence social safety nets give people to "take risks and go out on their own".

"That's a frightening concept, I think, for this country-if we have to ignore the portion of the federal budget that invests in people-whether its job training, education, important medical research and other innovations or whether we buy guns-but that's what we're being asked to do in this budget", he said.

"Taking money from someone without an intention to pay it back is not debt". We don't really know.

The budget also continues the practice outlined in Mr. Trump's "skinny" budget preview from March of enormous defense increases coupled with deep cuts in non-defense discretionary spending, the catchall category that includes all of the federal programs that are annually appropriated by Congress.

The White House's budget proposal calls for an $800 billion Medicaid cut over the next decade as well as a $193 billion cut to the Supplemental Nutritional Assistance Program (SNAP) food stamp program over the same duration. However, at least OMB boss Mulvaney has attempted to shape this spending plan from a different perspective - that of the taxpayer.

The proposed budget, for the fiscal year that begins October 1, was being delivered to Congress Tuesday, setting off an extended debate in which Democrats are already attacking the administration for trying to balance the budget on the backs of the poor.

Mulvaney addressed cuts to Public Broadcasting Service, home to the widely-adored Sesame Street. They said that by tolerating bad social behavior, liberals in effect lowered what was deemed acceptable behavior overall - allowing social norms to decline.

Meanwhile, the proposed budget cuts programs that fund Meals on Wheels and W.I.C. (Women, Infants and Children) and also cuts Medicaid per the American Health Care Act, passed by the House weeks ago.

Mulvaney was out of the allotted time and said he would answer Smucker's question later.
