President Donald Trump signed an executive order in Wisconsin on Tuesday directing federal agencies to implement the "Buy American, Hire American" rhetoric of his campaign.
Trump signed the order targeting the programme popular with Indian technology professionals at the Kenosha, Wisconsin headquarters of tool maker Snap-on Inc yesterday.
"There are likely provisions in it to make sure H-1B visas are going to their intended goal and are not being abused by corporations to down cut American wages and cause layoffs and unemployment", Wolf said.
In light of the executive order, employers are maintaining that they want to hire American talent, but they're not finding people with the skillsets they need.
"On paper, the order doesn't change the process much", she says.
The 220-day review proceedings will attempt to move the current H-1B programme towards a more merit-based system, steering it away from the random lottery under which it now operates.

There's an annual quota of 85,000 new H-1B visas (with 20,000 reserved for master's degree holders). The order also specifically asks the secretary to review waivers of these rules in free-trade agreements.
Last year, Disney was accused of taking advantage of the H-1B visa scheme to lay off American technology workers, who were forced to train their foreign replacements.
